Mr Andrews suffered broken ribs and spinal damage after falling on wet stairs while staying at a holiday home on the Mornington Peninsula.
He was released from hospital on March 15, about a week after he fell.
At the time of the fall the premier issued a statement revealing the seriousness of his injuries after he was admitted to intensive care.
"A CT scan has revealed several broken ribs and vertebrae damage, and subsequent medical advice has recommended I remain in intensive care for the next few days," he said.
The premier managed to avoid surgery but his recovery has been estimated to take at least six weeks.
Education Minister James Merlino has stepped in as Acting Premier.
Mr Andrews received an outpouring of support including from opposition leader Michael O'Brien and Prime Minister Scott Morrison.
In his Easter message, he said the public's concern was a comfort during a difficult period.
"Thanks for all your messages of support over the past couple of weeks," he said.
"They've really helped to keep my spirits up in what's been a pretty painful time."
